How do you revive an Alberta Peach Tree?

I bought a Alberta Peach Tree two years ago. Last year it bloomed beautifully, however the squirrels ate the baby peaches before they could grow, or threw them around playing catch! This year the tree made a feeble attempt to grow buds. However, the buds never grew, they turned black, and the buds dried up. The tree looks likes it does in the fall. I made the "is it still living test" by scraping the bark alittle bit. The tree is green inside. It is alive but it's just standing there!

I used plant food for fruit trees (spikes) and It was not damaged or struck by lighting! I bought the tree from a nursey, and followed the directions perfectly. I live in DC and we did have a short cold spell when the buds first started to appear.

when I examined the tree a week ago and found a few small black flies with wings like butterflies that seem to be feeding off the small dried up buds! Some of the small twigs are dead, and are gray in color. Thanks!

This could be blight, and you need to spray the tree if it is,take a piece of limb to the garden center and they will know what to do cause they will be looking at it,It also may need fertilizing all fruit trees do. Talking from exp. Garden center advice.Good Luck
